After a long debate, the proposed private right-of-way upgrade to the St. Clair streetcar passed city council yesterday with a vote of 36-7. Barring complications, construction should begin next summer.
This decision is a victory for SCRIPT, an organization of right-of-way supporters from the local community that fought hard against a smaller, but far better-funded opposition.
