Update — Monday, February 13, 6:35 a.m.: We may have overestimated the number of cuts to service when we published “more than 70 routes” a few days ago. Nevertheless, the TTC is decreasing service on a significant number of routes, more than 60, but not as few as 35, as the Toronto Star and others report today.
This has been a dramatic week for Toronto transit, with City Council approving a plan to build light rail transit, rather than subways on various streets in Toronto.
On the other hand, this week also marks less service on more than 80 TTC routes — mostly during off-peak periods. At its meeting of January 31, the Toronto Transit Commission approved a staff report to decrease the service starting tomorrow, Sunday, February 12.
Fortunately, the reductions are considerably less than what TTC staff had originally proposed in November, while struggling to meet the City’s target of reducing the budgets of all municipal services by 10 percent. (The November proposals would have drastically reduced rush-hour service on 56 routes, while also reducing service at other times of the week. The reductions this week largely spare rush-hour service — but not entirely.)
With these changes, the TTC can balance its budget with less money from the City, without cutting routes or hours of service. To meet this goal, the TTC is reverting to the “loading standards” it used for buses and streetcars before 2004. This means, for example, that it will adjust the service capacity for buses from an average of 48 to 53 passengers during the busiest hour on that route.
Since the TTC estimates that it will attract about 503 million riders next year, it will have enough buses and streetcars on the road to meet next year’s ridership demand if it uses the loading standard from before 2004. This will save the TTC $15 million next year. Ironically, the cuts come just as the TTC ends a record-breaking year: more people traveled by TTC than in any other year in its history.
During its December meeting, the Commission had passed a motion from its Chair, Councillor Karen Stintz, to retain its former service levels into January and not to change TTC loading and crowding standards until February. These reductions taking effect tomorrow result from TTC staff adjusting service to reflect the 2012 budget, while maintaining current crowding standards during peak periods on some routes, where it had originally proposed decreasing service.
Although Toronto’s City Council on January 17 had approved increasing the TTC’s operating budget by $5 million, the Commissioners voted to use those extra funds to restore Wheel-Trans service for ambulatory dialysis passengers throughout 2012. The Commission voted against applying the Council-approved funds to preventing these service cuts, because, it expected the same budgetary constraints in 2013. That meant that staff would face the same budgetary struggle to reduce service and would likely have to propose decreasing the same services all over again — and next year, City Council would probably not be able to come up with a sudden financial rescue package.
Even though this service change is primarily about decreasing service, the TTC is also increasing service along a few routes, too. Particularly noteworthy to night owls and early birds: the TTC is adding more frequent service along the 300 Bloor - Danforth overnight route.

Starting Monday, February 13, the TTC increases service along the route to reduce crowding on buses before the start of classes at Bishop Allen Academy and the Etobicoke School for the Arts. It operates southbound buses on new school trips, leaving Royal York Station at 7:46, 8:06, 8:24 and 8:42 a.m. Monday-to-Friday school days.
Similarly, it increases service along the route to reduce crowding after school dismissal times. It operates a northbound bus on a new trip, leaving Bishop Allen Academy at 3:05 p.m. Monday-to-Friday school days.
It also adjusts the schedule of the route.

300 Bloor - Danforth overnight

Starting Monday, February 13, the northbound bus that currently leaves Downsview Station at 6:32 a.m. Mondays to Fridays leaves two minutes later at 6:34 a.m. The later trip improves service for passengers transferring from the first northbound train operating along the 1 Yonge - University - Spadina subway line.
15 Evans
Starting Monday, February 13, the northbound bus that formerly left the Etobicoke School of Arts at another northbound bus at 3:52 p.m. Monday-to-Friday school days, leaves 29 minutes earlier at 3:23 p.m., to accommodate school dismissal time.
The TTC is also increasing service along the route.
107 Keele North
Starting Monday, February 13, the southbound bus that formerly left Teston Road at 5:10 a.m. Mondays to Fridays leaves three minutes earlier at 5:07 a.m. The bus serves all stops along the route three minutes earlier than formerly, arriving in Wilson Station terminal at 5:45 a.m. The earlier trip improves service for passengers transferring to the first southbound train along the 1 Yonge - University - Spadina subway line.
73 Royal York
Starting Monday, February 13, the southbound bus that formerly left Royal York Road and Trehorne Avenue at 3:15 p.m. Monday-to-Friday school days, leaves two minutes later at 3:17 p.m. The later trip better matches the dismissal time at Scarlett Heights Entrepreneurial Academy.
