City of Toronto contractors have started the first phase of a project to replace and upgrade the storm sewer on
- Eastern Avenue between Woodfield Road and Knox Avenue.
Crews started working on the project Monday, January 12 and continue until June.
When the City has finished its project, the TTC will replace the streetcar tracks on the north side of Eastern Avenue, beside Russell (Connaught) Carhouse. Crews will build a new sidewalk and a decorative fence to separate the tracks from all road users. This will improve safety for pedestrians, cyclists, drivers and streetcar operators. Work on this phase of the project continues until December.
Starting Monday, January 19 January 26, the City will close all **westbound lanes to traffic. It will maintain one eastbound traffic lane.
The TTC is detouring westbound buses operating along the 143 Downtown / Beach express route, while the lanes are closed. Buses serving the 31B branch of the 31 Greenwood route, which ordinarily operate through this section of Eastern Avenue, are already detouring due to the nearby project to build the the new Leslie Barns streetcar maintenance and storage facility. (They’ll continue along their current detour routing.)

westward along Lake Shore Boulevard East; and then
northward along Carlaw Avenue to Eastern,

31B Greenwood (to Eastern)
Starting Thursday, May 8, 2014, southbound buses operate along their regular route to Greenwood Avenue and Queen Street East, then detour:
eastward along Queen East;
southward along Coxwell Avenue; and then
northward along Woodward Avenue to Queen Street East,
ending their trips.Southbound buses skip their regular stops
- on Queen Street East at Alton Avenue,
- on Leslie Street South of Queen Street East and
- on Eastern Avenue east of Leslie Street, at Knox Avenue and across from Minto Street (beside the Canada Post South Central Letter Processing Centre).
Northbound buses start their trips on Woodward Avenue at Queen Street East, then operate along their regular route westward along Queen East.
Work on the Leslie Barns project has been blocking parts of Queen Street East and Lake Shore Boulevard East, while crews are replacing the water infrastructure, upgrading the streets and building new streetcar tracks on Leslie Street. As soon as construction starts on Eastern Avenue, until at least February 28, the City will restore two lanes in each direction on Queen East and open another westbound through-lane on Lake Shore Boulevard East at Leslie to boost traffic capacity.
During the Pan Am Games, from Friday, July 10 until Sunday, July 26, construction will stop and the City will restore traffic in both directions. After the games, the City again closes the traffic lanes, buses return to their detour routing and work resumes.
Heavy construction work typically takes place from 7 a.m. until 7 p.m. Mondays to Fridays. To meet project timelines and return normal streetcar access to the TTC yard, crews may work late evenings and overnight during work to install streetcar tracks and overhead wire after June.
