Bay streetcar tunnel emergency exercise:
TTC detours, early October 23

From 2 until 8 a.m. Sunday, October 23, the TTC is simulating an emergency in the Bay streetcar tunnel between Union and Queens Quay stations. Staff are observing and evaluating protocols and procedures and examining opportunities for improving those procedures.

The general scenario involves evacuating passengers from several streetcars in the tunnel near Union Station, while maintaining operations elsewhere in the transit system. About 350 people will assume passenger roles during the exercise.

The TTC will use white, non-toxic theatrical smoke to simulate the emergency situation. The smoke will emanate through the tunnel vent shafts at various locations — for example, on Bay Street south of Front Street West. Staff may also use a mega-phone intermittently during the exercise. Passers-by at street level may become aware of this activity.

During the exercise, TTC crews will evacuate the participants from Union Station and the streetcar tunnel at the Queens Quay Station about 6 a.m. They will board buses that will drop them off on the south side of Front Street West across from the Fairmont Royal York Hotel. The simulation will end by 8 a.m. before regular subway service starts.

Toronto Police Services, Fire Services and Emergency Medical Services personnel will be in the area during the exercise and the TTC has also informed 911 emergency dispatch about the simulated emergency.

Closing the tunnel affects service along these routes:

  • 317 Spadina overnight;
  • 509 Harbourfront; and
  • 510 Spadina.

Shuttle buses replace streetcar service between Queens Quay/ Spadina Loop and Yonge Street at King Street West. At Union Station, board the buses on Bay Street, south of Front Street West.

The TTC has not yet equipped PRESTO fare-card devices on all shuttle buses. Carry tokens, tickets or cash, in case the vehicle that arrives at your stop is not yet PRESTO-ready.
