Queen East / Coxwell construction:
More TTC detours start September 4



City of Toronto contractors are replacing the 100-year-old water-main at the intersection of

  • Queen Street East with Coxwell Avenue.

Working with the TTC, the contractor is also replacing the streetcar tracks and concrete in the intersection.

Phase 2 of the project starts Tuesday, September 5. The TTC further detours services starting Labour Day, Monday, September 4.


Phase 1 - Replacing the water-main

Monday, July 31 until Labour Day, Monday, September 4, the City restricted traffic to just one lane in each direction on Queen East. It closed all but one southbound lane on Coxwell from just north of Queen East to Eastern Avenue.

Phase 2 - Replacing the TTC tracks

Tuesday, September 5 until Friday, September 29, the City is closing the entire intersection to traffic.

Phase 3 - Restoring and repaving the roadways

Saturday, September 30 until Friday, October 13, the City will restrict traffic to just one lane in each direction on Queen East and Coxwell.


During phase 2, the City resumes streetcar service along these routes west of the construction zone:

  • 301 Queen overnight; and
  • 501 Queen.

Shuttle buses replace the cars east of the construction zone. (The buses operate between River Street and Neville Park Loop, detouring around the Queen East / Coxwell intersection.)

Buses continue to replace streetcars along these routes during the construction:

  • 502 Downtowner; and
  • 503 Kingston Rd.

The TTC also detours the buses around the intersection.

Finally, the TTC maintains the detour routing that it started Monday, July 31 along these routes:

  • 22 Coxwell;
  • 22A Coxwell via Kingston Rd; and
  • 322 Coxwell overnight.

Crews are:

  • removing asphalt from the roadway and digging a trench to install the new water-main;
  • replacing City-owned water service pipes that do not meet City standards between the water-main and private property lines;
  • removing and replacing the TTC tracks and the concrete in the track area in the intersection; and
  • rebuilding sidewalks, resurfacing the roadway and restoring all areas that construction had disturbed.

During phase 2, crews work seven days a week, usually from 7 a.m. until 11 p.m., but they may work overnight while they install the new rail. They’ll stop breaking and removing concrete and other noisy activities by 11 p.m.

During the first few days of the track work, crews break and remove concrete from the track area until 11 p.m. This phase of this project requires crews to work late evenings and overnight work and some weekend. Overnight, crews move rail into position and install, weld and grind the new rails. By working after hours, the crews can support daytime construction and complete the project as quickly as possible.

The crews temporarily store pre-assembled rail panels on flat-deck trailers in the track allowance near the work area. (By pre-assembling the rail panels, the TTC can speed up the process for installing the rails and reduce the amount of time that crews must work overnight.)

Crews deliver the flat-deck trailers with rail panels between midnight and 6 a.m. during the first week of the rail project. They’ll park a trail at each of the northern, eastern and western work limits at Queen East / Coxwell.

The City is completely closing the intersection to all traffic during this phase of the project.


22 Coxwell

Mondays to Fridays before about 7 p.m., starting Monday, July 31, southbound buses operate along their regular route to Coxwell Avenue and Dundas Street East, then detour:

eastward along Dundas East; and then
southwestward along Kingston Road and Eastern Avenue to just south of Queen Street East,
ending their trips.

Southbound buses skip their regular stops

  • on Coxwell Avenue at Dundas and Queen Streets East.

Instead, southbound buses drop off or pick up passengers at temporary stops

  • on Dundas Street East east of Coxwell Avenue and at Kingston Road.

Northbound buses start their trips on Eastern Avenue south of Queen Street East, then proceed:

south- and westward along Eastern;
northward along the “Eastern Avenue Cutoff” (meaning: the former roadway of Eastern Avenue, before the City of Toronto connected it with Kingston Road);
eastward along Queen Street East;
northeastward along Kingston Road; and then
westward along Dundas Street East to Coxwell Avenue,
resuming their regular route northward along Coxwell.

Northbound buses skip their regular stops

  • on Coxwell Avenue north of Eastern Avenue and at Dundas Street East.

Instead, northbound buses drop off or pick up passengers at temporary stops

  • on Dundas Street East east of Kingston Road and at Coxwell Avenue.

Mondays to Fridays before about 5:30 a.m. and after about 7 p.m. and all day Saturdays, Sundays and holidays, starting Monday, July 31, south- and eastbound buses operate along their regular route to Coxwell Avenue and Dundas Street East, then detour:

eastward along Dundas East; and then
southwestward along Kingston Road and Eastern Avenue; and then
northward along the “Eastern Avenue Cutoff” toQueen Street East,
resuming their regular route eastward along Queen.

Southbound buses skip their regular stops

  • on Coxwell Avenue at Dundas and Queen Streets East.

Instead, southbound buses drop off or pick up passengers at temporary stops

  • on Dundas Street East east of Coxwell Avenue and at Kingston Road.

West- and northbound buses operate along their regular route to Eastern Avenue and the “Eastern Avenue Cutoff”, then proceed:

eastward along Queen Street East;
northeastward along Kingston Road; and then
westward along Dundas Street East to Coxwell Avenue,
resuming their regular route northward along Coxwell.

  • on Coxwell Avenue north of Eastern Avenue and at Dundas Street East.

Starting Tuesday, September 5, westbound buses operate along their regular route to Kingston Road and Queen Street East, then detour:

south- and westward along Eastern Avenue; and then
northward along Woodward Avenue to Queen East,
resuming their regular route westward alon Queen.

Eastbound buses skip their regular stops

  • on Queen Street East at Coxwell Avenue and Kent Road.

Instead, eastbound buses drop off or pick up passengers at temporary stops

  • on Eastern Avenue south of Queen Street East and
  • on Woodward Avenue at Queen Street East.

Westbound buses reverse the eastbound detour routing.

Shuttle buses replace streetcars operating along east end the 301 Queen overnight and 501 Queen routes during the construction project, starting Labour Day, Monday, September 4.

Westbound buses start their trips in Neville Park Loop, then proceed:

westward along Queen Street East;
south- and westward along Eastern Avenue;
northward along Woodward Avenue; and then
westward along Queen and King Streets East to River Street,
ending their trips.

(Note that the TTC has not confirmed how buses loop at the west end of their route. We’ve based this part of the post on information it supplied on previous occasions that the TTC replaced streetcars with buses and the buses started and ended their trips at Queen Street East and River Street.)

southward into Neville Park Loop,
ending their trips.
