Starting “late October”, the City of Toronto is closing
- parts of Queen Street East between Broadview and Davies avenues
to accommodate a project to replace two 112-year-old water mains. The City and the TTC are also renewing the aging streetcar tracks on the same part of Queen East.
The City explains that, “This work is required to bring the water-main and track infrastructure to a state of good repair and is part of the Council-approved 2025 Capital Works Program.”

Starting Wednesday, October 22, the TTC is detouring streetcars along these routes:
Shuttle buses replace route 504B “daytime” service between Broadview Station and Parliament Street.
Also starting October 22, the TTC detours buses along this route:
- 503 Kingston Rd.

Starting Saturday, November 22, the transit agency is also detouring streetcars along these routes:
Shuttle buses replace route 301 overnight service between Broadview Station and Parliament Street.

This phase of construction on Queen East and the resulting TTC detours continue “until February,” meaning as late as until February 28, 2026.
The City and TTC expect to complete the project by April 2026.
Phase 1 - October 2025 until February 2026
- Crews are replacing the water main that extends under Queen Street East and Munro Street.
- At least one travel lane in each direction is available through the work zone on Queen Street East.
Phase 2 - March until April 2026
- Crews are installing streetcar tracks on Queen Street East. TTC crews will then test the newly constructed track.
- One eastbound lane will be available through the work zone.
Crews work to upgrade the water main from 7 a.m. until 7 p.m., Mondays to Fridays, with occasional late or weekend work, when necessary. They work to replace TTC tracks 24 hours a day, seven days a week.
During streetcar-track construction, they excavate and break concrete throughout the day, but they mainly mill and break concrete milling from 7 a.m. until 11 p.m. Concrete breaking work is the most disruptive and will typically last the first one to two days for each phase of construction. The TTC says that, “Around-the-clock work during rail installation by TTC is required to preserve the integrity and quality of new rail and concrete. Overnight rail work by TTC may consist of moving new rail into position, rail installation and rail welding/grinding.”

The TTC continues to operate buses, instead of streetcars, along the route. When contractors start water-main construction, the transit agency is detouring the buses to replace service along the 501 Queen route between Broadview Avenue and Parliament Street.
