Update — Friday, August 21, 9:05 p.m.: The Church Street Pedestrianization Pilot ends today. Starting Monday, August 24, the TTC is revising the path for shuttle buses. Buses operate along Church, instead of Jarvis, Street.
The City of Toronto is replacing sewer infrastructure
- on College Street between Bay and Yonge streets and
- on Carlton Street between Church and Yonge streets.
The City and the TTC are also renewing streetcar tracks on the same streets and upgrading streetcar overhead wiring in the area.
Starting Monday, July 27, the City is closing
- College and Carlton streets, westbound lanes, between Bay and Church streets
to accommodate the projects. One lane remains open for eastbound traffic.
The TTC is detouring streetcars along these routes, while the streets are closed:
Shuttle buses replace the cars between Parliament and Bay streets.
Construction on College and Carlton streets and the resulting TTC detours continue “until the end of December,” meaning as late as until December 31.
Starting Wednesday, July 29, the City is closing
- the intersection of Yonge Street with College and Carlton Streets
to north-south through traffic.
The TTC is detouring buses along these routes, while the intersection is closed:
Construction at the Yonge / College / Carlton intersection and the resulting TTC detours continue until September 6.
In the first phase of these projects, the City closed
- the intersection of College Street with Bay Street
to all traffic, starting Monday, March 2.
The TTC resumed bus service through the intersection Saturday, March 28. It resumed most streetcar service through the area Monday, May 3. All streetcar service resumed Saturday, May 10.
The City and TTC paused construction from mid-Mayto end of July during the FIFA World Cup 2026™.

Phase 2A- Late July until mid-August (this phase)
- TTC track replacement at the intersection with Yonge Street.
- Track removal between Yonge and Church streets.
- Partial closure of the Yonge Street intersection.
- Northbound right turns and eastbound through traffic only.
- No north-south travel through the intersection.
- One travel lane available for eastbound travel between Bay and Church streets.
Phase 2B - Mid-August until end of September
- Sewer replacement on College Street between Bay and Yonge streets.
- TTC track renewal on Carlton Street between Church and Yonge streets.
- One travel lane available for eastbound travel between Bay and Church streets.
Phase 3 - End of September until December
- TTC track replacement between Bay and Yonge streets.
- Overhead work by TTC crews may occur in areas where sewer and track work is not taking place.
- One travel lane available for eastbound travel between Bay and Yonge streets.
- One lane in each direction will be maintained at a minimum between Church and Yonge streets.
To support this next phase of work, TTC crews are welding together standard lengths of rail into longer strings to help them install track more quickly, reducing the time for disrupting the local community. This work takes place from Sunday, July 26 until Thursday, July 30 and in the two centre lanes
- on Carlton Street between Jarvis Street and Homewood Avenue.
The crews then store the long strings of rails in the same area and deplete the strigs as they procedd to install new over the course of the project.
Rail-welding and storage activities between Jarvis Street and Homewood Avenue require the City to restrict traffic lanes and parking in the area.
