With the provincial government cutting back on all subsidies towards public transit, a series of service cuts hits the TTC system-wide. The creation of the new 99 ARROW ROAD bus route is a direct result of this. Replacing a portion of the 99 CLAYSON bus, which ceased operation the day before, the service runs in a clockwise loop from the Jane/Finch intersection via south on Jane, west on Sheppard, north on Arrow Road, diverting into the Arrow Road garage, then north again on Arrow Road and west on Finch to Jane.

The presence of the Arrow Road bus garage was the main reason behind the creation of this route. Without it, the TTC would have no transit connection between its garage and the rest of the network, forcing the commission to spend more money ferrying crews to the nearest transit stop. Service operates from 4 a.m. in the morning until 11 p.m. at night with one bus providing 20 minute frequencies.
